I might be able to be of some help here ...
Over on http://skininteractive.proboards28.com/ ... there is a huge discussion on sea kelp bioferment. There's also a recipe posted by grammy.
It would seem that despite it's very impressive name ... there really isn't anything "fermenting" with this product. It would seem that it's really nothing more than liquefied sea kelp that's thickened [probably with carbommer] ... with wheat protein, algae and some aloe thrown in for good measure.
The recipe is very long and involved as grammy uses agar agar to thicken in her recipe ... but you could use anything.
As I read the pages and pages of postings on this topic, I came across a few posts from a woman who lives in Montreal who located a reputable supplier of liquefied sea kelp in Canada.
Markey at Garden of Wisdom carries this very same product and it can be found in her "marine" section and is called Jim's Sea Kelp [or something like that] and mentions that it's from Canada.
Now ... this fellow Jim sells this liquefied sea kelp as a natural fertilizer ... which kelp is after all ... but there are no chemicals or preservatives in it. It's very pure and Jim mentioned that his mother adds some to a face cream that she herself makes.
I love the product ... and I've added it to my Pearl Paste ... as well as making a lovely leave-in conditioner/volumizer with it.
What's more ... it's very inexpensive.

He can't advertise that it's for hair or for application to the skin ... but he did mention to me that he does sell his liquid sea kelp to cosmetics companies.
At any rate ... since the dictionary doesn't have a definition for "bioferment" ... I really believe that all this fuss is about an idea that was marketed as being something bigger than it really is. The truth is that the only important part of "sea kelp bioferment" is the "sea kelp" ... plain and simple.
So ... hop on over to the skininteractives board ... read up ... let me know if you have trouble finding the recipe as I have a link to it saved somewhere ...
