There's no point in applying an oil first because it is occlusive, it will mean anything placed over the top of it will be blocked. Much better to apply the serum or cream and then the oil. This is standard practice.

While it's true that oil and water don't mix, our skin is made up of more than water! This article is interesting, the "outcome" states (bolding mine):

zizi, I know this is an older thread but I was just looking at the Pacific Topical Marine Treatment (again!) and wondered how you made out with it? Was / is it worth the money? Anyone else try it? TIA!

I tried two bottles, but must admit slipped up and havent ordered the maintenance. It is quite an expensive treatment, 375 dollars for two months, then 200 thereafter although that should last longer. One bottle has only 15 uses. Anyway not sure if I saw any difference in my skin, although it did feel softer, but I did use oil before as instructed, so it could have been that. The face oils are very nice, and I think if you look on the website, they did trials with one, with good results. So would I buy it again, only if it was cheaper. I just felt it was doing something good if that makes sense.

also another factor was that the customs charge for me, was over 100 dollars, I live in the uk, so really really turned out expensive for me.

Regarding maintenance, I think I read it only needs to be used once per week although the size is still only .5 oz.
