How to formulate DIY serum

I am new to DIY beauty products. I am wondering how to formulate a serum made with Pine bark extract, alpha lipoic acid, niacinamide, and DMAE. I have seen percentages used, but am unsure how that calculates into teaspoons and ounces. I would appreciate any advice.
