Do you have experience of making things yourself? As these are good ingredients but they may be a bit too much to start off with especially if your goal is specifically for a 20% C Serum. Why are you so keen on a 20% strength may I ask?
Its quite easy to do but if this is your first time you may want to actually do a 10 or 15% serum starting out till you know how well your skin tolerates the Vitamin C as it can be quite acidic.
CareKate has some great recipes in the diy section alongside the amounts used but you have to have measuring equipment etc and testing strips to test the ph of the solution you are making.

Good recipes here.
There is also some good information on skin care on this blog (N/A) including DIY.
