Hello,
I've been making my own Vit. C serum, with c, e, ferulic acid.
Aloe Vera Gel. I DO NOT have any distilled water.
AND I CANNOT find a recipe for C serum without water.

I have been making DIY vitamin C serum for about 17 years. The recipe evolved over time. I love the Vitamin C serum that I make and use. I have used tap water for 17 years.
For thousands of years folks made their own products and I feel certain they were not all using distilled water.
If you live in a large municipality, your tap water is heavily regulated and monitored and is the purist water you can drink, unless there are liars and cheaters which is extremely rare. Yes, there is chlorine. Without some sort of treatment for bacteria, large populations could not exist on unchlorinated or untreated water. More people have died from untreated water than in wars. Anyways, leave the water standing to allow any residual chlorine to evaporate.
Perhaps the special geochemistry of the water (due to geology) results in different levels of minerals that may impact your final product. The water I use is high in Total Dissolved Solids, cations and anions (still meets regulatory standards). My products work fine... better than fine.
I use tap water for all my facial DIY purposes.
Interestingly, I have bought 100% organic food at home for 29 years. I work as a hydrogeologist and have professional knowledge of water supplies.
