we tried to fit in the Wolong reserve during our trip, but did not have enough time.
My understanding is that it is so expensive because they are basically a research center aiming to maintain a panda population in the wild and the "tourist" part was started to help fund it. On tours into the mountains you can also accompany them on their tracking missions (or at least you used to be able to). By the look of it, that is a private company making tours to the reserve. You can do-it-yourself too. Just look up a Lonely Planet or Fodors.
There are about 16 panda reserves in China and most are in the Sichuan area. Maybe the best place to go is the Panda Breeding Research Base which is located in Chengdu city. They hae a dozen or so pandas in captivity, but they try to resemble the natural environment as much as possible. Not sure about playing with them there.. or the photo thing...
Also, if you are serious, try contacting a website calledwww.chinaonyourmind.com and ask them to put together a tour for you. We used them for our trip and they were great.
